Summary: Added a maximum limit of 60 requests per minute to the free-tier.
Adjusted:
- Free tokens now have a burst limit of 60 requests per minute. The 1,000 requests/hour allowance is unchanged. Paid plans are not affected.
- All 429 responses now include a Retry-After header (seconds to wait before you retry).
If you use a free-tier token, spread requests to at most 60 per minute. If your client retries on 429, honour Retry-After.
